Kodak Dektol paper developer can be used with any standard Black & White printing paper for brilliant whites and rich blacks with a long tonal scale. A flexible developer, Dektol can help control print contrast by varying dilution. One gallon mix is in powder form and must be mixed with water before use.

I use mine diluted 1:1, which gives good contrast, but YMMV. Not good as a mixer or consumed by itself. In fact I think the package warns against that. DON'T DRINK THE DEKTOL.
